Rep. Beth Van Duyne (R-TX-24) has reintroduced the Caring for Mothers Act of 2025, a bill designed to provide additional support to pregnant women who choose adoption over abortion.

The proposed legislation would allow families adopting a newborn child to add the pregnant mother to their insurance plan during pregnancy and for one year after birth. The goal is to increase healthcare access for women considering adoption.

“Pregnancy is no small feat and the courageousness of unexpected mothers considering adoption needs to be acknowledged. Many women feel as if abortion is their only option due to the high costs associated with carrying a pregnancy to term. By increasing health insurance access for women considering adoption, we can cut down on fears of financial burden while providing the critical support needed throughout pregnancy journeys,” said Rep. Van Duyne. “This life saving legislation not only makes it easier for mothers to choose adoption over abortion, it will also give countless newborns the right to life. While some of my colleagues claim ‘abortion is healthcare,’ I encourage them to give courageous women the REAL healthcare they deserve.”

According to background information provided by Van Duyne’s office, economic concerns are cited by 40% of women as a main reason for choosing an abortion, with lack of insurance or inability to afford coverage being contributing factors.

Van Duyne’s bill positions itself in contrast with recent legislative actions supported by Congressional Democrats, including measures that would allow taxpayer funds for elective abortions at any stage of pregnancy and create national standards permitting abortions up until birth. The statement from her office argues these bills could override state laws protecting unborn children and impact mandatory reporting requirements related to abuse.

In previous sessions of Congress, similar debates have occurred regarding protections for infants surviving attempted abortions and federal funding policies related to abortion services.

Beth Van Duyne has represented Texas’s 24th district since winning election in 2020 against Candace Valenzuela, followed by victories over Jan McDowell in 2022 and Sam Eppler in 2024.
